Create an inactive user account. Used by registration flows that require verification before activation.

Creates a user with is_active=false. The auth module rejects login for inactive accounts, so the user cannot authenticate until a subsequent redelay/users-activate step (typically driven by a verification token consumption flow) flips is_active to true.
